Russia and Ukraine agree to a humanitarian mission? Peace or a prelude to invasion? -RT

RT is reporting that Russia and Ukraine have come to a humanitarian agreement to help the people in Eastern Ukraine.  Details are sketchy at this time but the mission will be under the authority of the International Red Cross. Russia's Foreign Minster said that he hopes western leaders do not prevent the humanitarian mission.

My Comment:
Not much to go on here. If it is true it is good news since the people in Donetsk and Luhansk are suffering terribly. Any any agreement between Keiv and Moscow is a good thing. Hopefully this leads to some kind of diplomatic thawing and, dare I say it, peace. Of course the standard "RT is Russian propaganda" disclaimer applies but it looks like they are first to break this story.

UPDATE: So far it seems that only rt.com is reporting this story. I don't know if they are ahead of the game or if the story is b.s. Time will tell.

UPDATE #2: Reuters is saying NATO predicts a "high probability" of a Russian invasion under the guise of a diplomatic mission. Could this be war instead of peace? Reuters just said on twitter that Ukraine is accusing Russia of having 45,000 troops on the border, much more then the 20,000 I have heard before. This could be a huge story...

UPDATE #3: Western Media is reporting the humanitarian convoy story. I'm thinking this is legit. I don't know what the implications are at this point. It may very well be war. Waiting on hearing from Ukraine and/or the Red Cross. My gut is telling me that this is war. Why else would Ukraine be talking about troops on the border instead of an agreement?
