Russia to reopen cold war era listening post in Cuba. -CNN

The instillation located in Lourdes, Cuba. -CNN

Russia plans on reopening a cold war era espionage facility in Lourdes, Cuba. -CNN The installation was abandoned in 2001 and has fallen into disrepair. The move is seen as another strengthening of Russian-Cuban ties and comes right after Russia forgave billions of dollars of cold war era Cuban debt. 

My Comment:
This probably has very little to do with espionage and a lot to do with Russian-Cuban relations. Russia needs allies in the region and Cuba needs cash and construction jobs. And there should be plenty of those considering the shape of the facility. Given the fact that Russia surely has an equivalent to the NSA and are quite proficient in good ol' fashion espionage, the signals intel from this site, when it becomes operational, will be a tertiary source of info at best. Either way the station at Guantanamo Bay will have to step up their game.
